Headphone volume works as a separate control for me on my ubuntu laptop + desktop pcs. I can control Master, which is the speakers output, Headphone, which is the headphone output, and PCM, which is the input and so controls both.

Things that do exist in Japan – ironically paradox toilets – at the same mall, in one cubicle there was a toilet with heated seats and that talked to you, and in the other was pretty much just a hole in the floor with a “western adapter” fitted.
